Richard Knowles QC has a broad practice in public law, regulatory law, commercial law and tort law

Richard is regularly briefed to advise and appear for private and government clients in significant litigation in Victorian and Commonwealth courts and tribunals.

Richard has acted in a diverse range of public law matters, including in recent times matters relating to aged care, defence procurement, financial services, animal exports, customs duties, credit providers, environmental and cultural heritage, immigration and citizenship, and whistleblowers.  From March 2019 until early 2021, he was one of the counsel assisting the Royal Commission into Aged Care Quality and Safety.

- Australian Securities and Investments Commission v Hutchison [2020] FCA 978 (with Stephen Lloyd SC) (regulation of financial services providers)
- Minister for Home Affairs v G [2019] FCAFC 79; (2019) 266 FCR 569 (with Christopher Tran) (validity of government policy)
- Frugtniet v Australian Securities and Investments Commission [2019] HCA 19; (2019) 266 CLR 250 (with Stephen Lloyd SC) (statutory interpretation; spent convictions)
- Plaintiff M174/2016 v Minister for Immigration and Border Protection [2018] HCA 16; (2018) 264 CLR 217 (with Justin Gleeson SC) (statutory interpretation; immigration law)
- Anderson v City of Stonnington [2017] VSCA 229; (2017) 227 LGERA 176 (dedication of public highways)

Prior to coming to the Bar in 2004, Richard was a senior associate in the Litigation and Dispute Resolution team at Clayton Utz.  Before Clayton Utz, he worked at the Australian Government Solicitor, the Commonwealth Attorney-General’s Department, and the Victorian Department of Premier and Cabinet.
